School Accountability Committee (SAC)
The School Accountability Committee (SAC) plays a vital role in engaging parents and community members in the planning and evaluation of the school's instructional program and quality improvement processes. The SAC provides recommendations regarding the school’s Performance, Improvement, Priority Improvement, or Turnaround plan and meets at least quarterly to review the implementation of these plans and other progress related to the school's accreditation contract with the Board of Education. Final decision-making authority rests with the principal or the individual or group receiving the SAC's recommendations, such as the Superintendent, District Accountability Committee (DAC), or Board of Education. ● Growth and Decline were discussed at the meeting. Population will continue to
decline in the area therefore the population of neighborhood schools will continue
to decline however; it is not expected to be a rapid decline.
● The concern of where students living in Crystal Valley Ranch will attend high
school was discussed, as Douglas County High School is the closest high
school, but is full to capacity and is an older school. There are no plans and no
budget to build a new High School.
● Although charter schools are seeing a minimum increase in their population, this
is largely due to the increase in the number of charter schools, rather than
students choosing to leave their neighborhood schools to attend charters.
● Strategic Plan Priorities are prioritizing Thriving Schools and Academic
Excellence as number 1 goals.
● For Community Engagement the district has plans for DC Kid to be held on
March 10 and on April 9 & 16 Dyslexia 101.

PTO Report
● PTO continues to look for areas in which a large financial contribution is needed.
Our PTO has been so successful in raising money, that most of the big ticket
items needed have been purchased and repaired. The most recent item being
the basketball hoops being replaced on the playground during this upcoming
Spring Break.
● There will be another family event on May 19 th . This event will be in place of the
end of year celebration in years past. Due to the weather causing issues the last
several years, PTO has decided to shift to an indoor event.
● PTO plans on doing Raise Craze for next year’s fundraiser again.
● The PTO is currently working on a staff appreciation event for March and they
are working hard on Staff Appreciation Week which will have a camping theme.
● There has been talk for years regarding using funds to clean up and upgrade the
garden, but there has never been staff nor parents who have been committed to
upkeep during the summer months and weekends. There was talk again today
about having a team of volunteers clean up the garden and get it ready to plant,
but it was reiterated today that it has been talked about for years and it may be
time to look at doing something different with the space.
● Chick Fil A dinner will be provided to staff for conferences this Tuesday Mar 10 th .
Donations for Staff Dinner was down this round so PTO was able to supplement
the funds to provide Chick Fil A.
● The Book Fair will begin April 20 Th . This will be the BOGO event.
Staff Report - Rebecca Shields
● The teachers can’t believe that next week is Spring Break and that the school
year is moving so quickly.
● Rebecca shared that the staff was appreciative as always for the meals provided
during conferences and that they had a great time working with families on
setting goals for the rest of the school year and beyond.
● CMAS testing will begin on April 7 th for grades 3-5.
● Following Spring Break, Franktown Elementary School will have their AVID Spirit
Week and preparing for CMAS testing.
● Staff is looking forward to the final quarter of the school year.

Principal’s Report:
● Staffing/Hiring: Administration will continue to look at the current staffing pattern
in regards to how many units we will have next year.
● Projections for next year are showing a decline in students for the 26/27 School
Year. Reasons for this include a large 5 th grade class leaving the school and a
kindergarten class that is expected to be much smaller coming in, the fact that
the Franktown community is aging out, and that the Cobblestone Ranch
neighborhood is built out.
● 55% of incoming Kindergarteners being Open Enrolled at Franktown Elementary.
● The SSN department is still hiring for one EA4 position.
● Chandra Baca shared the Spending Priorities Questionnaire for SAC
committees. The DAC is requesting one response per school. The 5 topics in
which to be ranked on importance for our school are Academic Excellence,
Essential Mindsets and Behaviors, Future Ready Graduates, Strategic
Technology Integration, and Thriving Schools and Thriving Communities.
● Franktown’s SAC voted on the following breakdown of importance: Essential
Mindsets and behaviors 30%, Thriving Schools and Thriving Communities 30%,
Academic Excellence 25%, Strategic Technology Integration 10%, and Future
Ready Graduates 5%.
● DCSD is moving forward on the policy on Personal Devices. There have been no
significant changes in the policy since the first view.

● Most recent DAC meeting minutes are available online.
● The Free Lunch measure was passed statewide, meaning that all children
attending school in the state of Colorado will continue to receive free breakfast
and lunch while at school.
2025-2026 SAC Meeting Dates:

PTO Report
● The PTO had a very successful Glow Dance Party on 11/13 and had
approximately 250 RSVPs and did a great job ordering the right amount of food
for that amount of food.
● PTO has sent out a survey asking staff their feedback on the new fundraiser this
year, and have received great feedback. They are working on compiling the data.
● The last event of the semester will be the annual Holiday Shoppe event.
Wrapping Day will be held on 12/12. The event will be held 12/15 - 12/18 with all
items being under $10. PTO feels great about the items they purchased at the
end of last year and feels that families will be very happy with the items this year.
Emails will go out asking for volunteers for wrapping day as well as Holiday
Shoppe closer to the event.
● They will be hosting a Hot Cocoa Bar in March since the Apple Bar was such a
big hit with the staff.
● It was reported that Staff Appreciation might look a little different this year in the
size of the event.
● PTO is still working with Franktown Admin and DCSD on having the basketball
hoops installed. There have been a lot of challenges having them installed and
they are hoping these will be installed soon.
Staff Report - Rebecca Shields
● Staff is continuing to work on AVID strategy and VIGOR.
● They are preparing for midyear iReady assessments.
● 5 th Grade COGAT(Cognitive Ability Test): all but one COGAT test had been
completed and the results have been sent out.
● Teachers will have access to EPRs(Elementary Progress Report) throughout the
month of December. This year there will be more information available on the
EPRs this year along with more standards. The extra detail should allow for
teachers to give more information while also allowing them to do fewer individual
comments.
● Parents in attendance expressed that it is frustrating and difficult to check EPR’s
because there are multiple places to have to sign in, with different usernames
and passwords, and it is a lot to keep track of.

● Student enrollment is currently at 333 students.
● The first round of Open Enrollment ends on December 1 st at which point
administration will begin the process of looking at numbers, projected numbers
for next year, etc. Current 3 rd and 5 th grade classes are very full.
● Enrollment in public schools is declining with Charter Schools opening.
Sagewood Middle School is struggling with enrollment and has been attempting
to use marketing to families in the area to boost enrollment.
● Franktown Elementary currently has an open enrollment population of
approximately 28% of students.
Principal’s Report:
● Staffing/Hiring: We remain fully staffed
● An email went out to families inquiring about their interest in the Watch Dogs
program. This is a program geared towards dads, but open to all in which they
would be involved in patrolling the playground during recess and being extra
eyes on the students and the playground.
● Principal Chandra Baca shared information regarding the negative impacts of
excessive screen time and the demeanor of children who are exposed to
excessive screen time. One big piece being that children are not getting enough
sleep. This study shared that children between the ages of 6 and 12 years old
still need 9-12 hours of sleep per night and that many children are not getting that
amount.
● It was also mentioned that for parents with middle school students, that the
district sends out a survey called, “Healthy Kids Survey.” This survey has
historically been sent out to all middle school students, but is now an opt in
survey. Parents must choose for their child to complete this survey.

● Legacy Campus will be hosting an employment expo and information regarding
the many programs that are offered at the Legacy Campus on 10/26. For more
information on this expo Click Here.
PTO Report
2025-2026 SAC Meeting Dates:
October 20nd, November 17th, December 15th, February 9th, March 9th, April 20th & May 18th
● The fall fundraiser wrapped up last month and after minimal fees from the
company, Franktown was able to bring in approximately $38,000. These funds
will be used to replace the basketball hoops on the playground and make them
more accessible for students of all ages.
● PTO has sent out a survey asking staff their feedback on the new fundraiser this
year, and have received great feedback. They are working on compiling the data.
● The Scholastic Book Fair was held before Fall Break, during conferences and
Franktown’s PTO sold $11,743 in books, meaning that the Franktown Library will
receive $2833 to use towards upgrades to the Library.
● PTO will be hosting a family dance on 11/13. The Dance will have a Glow Party
theme and will be a family dance.
● Parent/Teacher conference dinners were funded by PTO through monetary
donations from the Franktown Elementary community. Staff received dinner from
Jersey Mikes and Fuzzy’s Tacos.
● The last event of the semester will be the annual Holiday Shoppe event.
Wrapping Day will be held on 12/12. The event will be held 12/15 - 12/18 with all

● Chandra Baca reported that staff was very grateful for the conference dinners.
● Rebecca Shields was attending a conference regarding the GT program during
the SAC meeting this month and will have an update on this conference next
month.

2025-2026 SAC Meeting Dates:

● If ballot items are passed this upcoming election, the focus at Franktown
Elementary school will be enhancing safety & security inside and outside of the
building. This will include new cameras which will provide more clear video and
potentially 360 degree camera angles in some areas.
● Other areas of improvement will be to the magnetic readers on ALL exterior
doors, new intercom systems for the school, continuing to update tech devices,
and updating the counters and sinks in all bathrooms.
● Updates to school and BOND project updates.
Principal’s Report:
● Staffing/Hiring: At this point Franktown is fully staffed having filled all EA4
positions.
● Parking Lot Update: The feedback regarding the new parking lot/lane painting
has received mostly positive feedback along with having Ms. Shellie being placed
near the bus loop to help with directing traffic.
● Bus Riders: Those in attendance shared concerns with having their children ride
the bus. Most of these concerns stemmed from those riding the bus in the more
rural areas. Those concerns seemed to be that in the past bus drivers have
gotten lost, the length of time students are on the bus, and the distance of their
home from the bus stop.
● 5th grade students will be taking the COGAT(Cognitive Abilities Test) in
November of this year and the 2nd grade students will be taking the test in
February. Chandra Baca will update following the results of these tests.
● October Count: We have not received the official count number, but as of today
our number is roughly 338 students. Our estimated number for the year was 332
students so we are in great shape.
● This month the goal within the AVID program has been to focus on WICOR,
increasing collaboration, explaining their thinking process, and being more
productive in a group setting.
● All classrooms have been set up with new interactive promethean boards, the art
classroom has a new tv that Ms. Murphy will use to give examples of tasks, and
the Library has received a new 86 inch tv to be used for presentations.

● CMAS test scores have improved overall throughout the district. The greatest
area of growth across the district is “growth.”
● High Schools are seeing a steady rise in the number of students who are opting
out of CMAS testing.
● Overall federal funding can impact schools who do not have an average of 85%
of the student population taking the exams. There was mention of a new federal
mandate coming down the pipeline.
● It was clarified that participation percentage will impact funding, but the actual
scores will not.
● The DAC held a special UIC meeting on 8/28/25
PTO Report
2025-2026 SAC Meeting Dates:
October 20nd, November 17th, December 15th, February 9th, March 9th, April 20th & May 18th
● This year, the fall fundraiser, Raise Craze, will be the main fundraiser for the
school year. PTO acknowledges that change can be hard for families, but feels
that they have worked hard to communicate and engage the community as well
as pivot in ways to bring excitement to the school.
● As of this morning, donations are at almost 32k, and since they do not have the
previous company taking such a large percentage of the funds, they anticipate
raising more money than the previous year after expenses.
● The money raised in this fundraiser will go towards getting new basketball hoops
and nets. The hoops will be adjustable and will be easier for younger kids to play with.
PTO Report (Continued):
● The book fair is scheduled for setup on October 3rd, with the book fair being
scheduled for October 6-9.
● Conference Dinners will be provided for staff on October 2nd and October 7th.
Staff will collect funds from families and have dinner catered on those 2 nights.
● The upcoming family event will be a school dance on November 13. At this time,
the “theme” of the dance has not been decided.

Administration Report (Continued):
● UIP- Universal Improvement Plan is done every 2 years. The data comes from
CMAS. This cycle, we were looking for growth in math median as well as those in
a lower socioeconomic status. Math saw an increase; however, those considered to have
a lower socioeconomic status had numbers too low to compile data.
● Franktown has high participation rates for CMAS testing.
2025-2026 SAC Meeting Dates:

Principal’s Report:
● Staffing/Hiring: At this point, Franktown is fully staffed with the exception of an
EA4.
● The date of the meetings for this school year was put to a vote, and it was
approved to move the meetings to Monday mornings for the remainder of the
school year.
